FTR: A kernel 5.1.7 built from the vanilla sources and configured using
make defconfig
make xenconfig
works fine.

I have a laptop with Fedora 30 and on it I use VPN. Now after I
upgraded from Fedora 29 I've got the problem that Gnome applications
like Evolution and Gnome Software don't work anymore because they think
the computer is offline when VPN is activated. Also the wifi icon in
the upper right hand

Both should work the same in this instance.
It is just that dnf does not think xrdp exists
either on the repo

In the "Toolbox - Tool Options", with the rectangle selected,
* change the "Position:" values to move the rectangle to the desired
location; and
* change the "Size:" values to make the rectangle the desired size.
Both of these also provide a way of specifying units.
You can also drag the select
Did you try "Atril"? It worked with the example form I found.
