I'd like to create a custom distribution of fedora and I'd like to add more
questions in the gnome initial setup. I mean, as I want to create an OEM
distro, the gnome-initial-setup will have to be able to configure network, or
set the default url for firefox , or add some lines

In the manual (Installation Guide for fedora 22, 6.1), it says:
You can make it display again (after the next reboot, before a login prompt is
displayed), by
executing the following command as
root
systemctl enable initial-setup-graphical.service
But the response is:
Fails to execute
I don't know why, but after rebooting my f21 server it goes to the 'initial
setup' screen. It's already all setup - how can I get out of this?

Has anyone used initial-setup command
to return Fedora to a state without users (other than root),
so that the user will have to set up things like clock, location,
create new user, etc ?
I do not want to run it because there is no man page for it and
I do not know what it will do.
