Libre Office of Apache
There "MS Word" equivalent is fluent in maney formats.
Also just cut and paste into word and save as pdf?

You can open the HTML with Firefox and then Print --> Print to File
(the default is PDF).
If you want something in the command-line maybe the grand king of
document conversions: pandoc.
