The important part is the user which runs the library, not the owner of the
file.
Almost all the files in /usr/bin or /usr/lib are root owned

# mkdir temp_flash
# cd temp_flash
# wget
http://download.macromedia.com/pub/labs/flashplatformruntimes/flashplayer11/flashplayer11_b1_install_lin_64_071311.tar.gz
# tar xzvf flashplayer11_b1_install_lin_64_071311.t
