I finally took the time and compared my old F24 system that worked with
this F28...
In xsceensaver, set screen blanking to 10min and lock screen in 0min.
In power manager, display, set power off of display to 15min.
Thus at 10min the screen 'blanks' and locks, but is still on, Then
