Cannot get PHP to talk to PostgreSQL

I realise that this may well be a PHP or PostgreSQL issue but suspect that my problem may be with libraries. A couple of days ago, I decided to install RoundCube email. I have done this before on other boxes (Centos) without issue so I installed PHP 5.6.30 on my Fedora 24 box. I have been usin
