Look into "heartbeat". It keeps in touch with another server and if the
connection is lost you can define action i.e. restart network.

cron.hourly script to restart NetworkManager. Is there a better way ?
Some way to tell NetworkManager that if the connection goes down, it

I'm have a problem where when I am using my logitech MX Anywhere 2 mouse
with fedora using bluetooth, the mouse pairs, connects and works fine for
around a minute or 2 and then stops working.
