I have Fedora 24 on two systems, both using the Mate
desktop manager and compiz wm.
When I start new applications on one, things are fine,
the windows are totally below the Mate top panel. On
the other system, new window are created with their
title bar covered by the Mate top panel.

Ok. logged out as user foo.. which got back to "root"
did a
su - foo..
which got back to the term as the "foo" user..
was then able to do "firefox" from the cmd line. which fired up firefox.
O.. making a bit o' progress..
The tests ran as expected.. ...
Now, here's my next issu

How are you starting the terminal? It sounds like you are root, but
trying to run a terminal using a different user.

I'm having a problem with a Dell PowerEdge R530 running a Fedora 24 with
kernel 4.7.7-200.fc24.x86_64
that is showing RX dropped packet on all the onboard BCM5720 4x1Gbits
interfaces.
I've done several tests replacing cables and switches as well as disabling all
rx offload
