initial-setup

Has anyone used initial-setup command to return Fedora to a state without users (other than root), so that the user will have to set up things like clock, location, create new user, etc ? I do not want to run it because there is no man page for it and I do not know what it will do. Thanx.

fedup from f19 to f21 possible?
