We got a ticket from a customer where the sms has not received final
dlr (status still in ACK).
We analyzed our packet trace and we found that our opensmppbox sent
the deliver_sm before sending the submit_sm_resp which leads to
mis-interpretation of the dlr on their side !!.

This is not possible at the config level. You will need to modify
bearerbox code to convert the submit_sm_resp into a deliver_sm for
that smsc.
