manage the credits of newly created SMPP user?

Like Kannel, opensmppbox doesn’t support billing.
Take a look at the commercial Kannel smpp Server for that.
Even though it is possible to do post-paid billing if you insert sqlbox in
between.

You can edit sqlbox source code to add prepaid billing and for dlr report
you need to edit bearerbox and opensmppbox
