We are trying to setup OPEN SMPP BOX. Everything working fine and we are

The connection is not being created as per the following log :
2012-11-03 23:50:33 [845] [2] ERROR: connect failed
2012-11-03 23:50:33 [845] [2] ERROR: System error 111: Connection refused
You need to check the connection parameters.
