see if you get any throttle errors on console. On throttle errors kannel
reduce sms speed.
Update to latest kannel version. Queue management is much improved.
I faced the same issue.
I do two things:
1- Increased window size from smsc end
2- installed latest kannel from git.

Is anyone familiar with a problem when UCP smsc speed
drops temporarily under load?
throughput is set to 30, but the actual speed drops to 2/3 messages per
second (though there are plenty of messages queued up on the smsc) for
about 15-20 minutes and then comes back to normal.
