As per your mail,
SMPP client -> smppserver -> Bearerbox -> SMSC 1 / SMSC2
Now if SMSC2 gives NACK, you want message should be route through SMSC1.
If that's the case, As sugested above you have to do customization.
if any other scenario, brief it.

Dear Sir,
You are absolutely correct, but the logic is implemented in smppbox
for providing multiple smsc and also
bearerbox setting is not to be changed.
My application communicates with smppbox and smppbox in turn
communicates with bearerbox.

Dear sir,
Thanks for the option, but allowed and denied smsc option serves
different purpose altogether.
My concern is to by pass the message from second smsc if the first
smsc provides NACK (Negative ACK).
I do not want the message to be dropped or get rejected due to SMSC

Use allow-smsc/denied-smsc; this way kannel will balance sms between
smsc´s with the same allowed-smsc´s
