What about slight tweaks to a vhost would that need a restart over a reload?
Would be good if we could get a definitive list/ documentation update for this
as from what I can tell there does seem to be this question all over the net.

I'm not aware of a list either, but my gut says something like: adding or
removing modules, changing port numbers or ip addresses and the like,
require a restart. "Regular" configuration changes, like you would do in a
.htaccess, or adding/removing a VirtualHost can do with a reload.

Does anyone know what type of changes will require a restart of apache over
being able to do just a reload instead? As not able to find that anywhere in
the docs to tell me. This is so we can make the correct approach in Ansible.
