Why are you trying to avoid the problem instead of SOLVING.
And then again: you are discriminating windows users, and forcing ppl to use
a custom PC for just webmail?

You are clearly providing a COMPLETE wrong and extremely un-user friendly
solution
Do you have any program running that could possibly be using port 80?
If so, disable that program (or atleast change the port the program uses)

Since the state say's stopped
Goto: start -> run -> type "services.msc" (without the quotes)
Look in the list for the apache2.2 service and rightclick it, then choose
for the "start" option
