Your .conf should contain something like this:
# name based virtualhost
NameVirtualHost *:80
# default virtualhost if nothing else matches criteria
.
Basicly, it seems that you have stated NameVitrualHost *:80 but have
none virtual host and that's why Apache is complainig.

I would suggest those users to do traceroute to your server, to see what
part of network is slow. That way you can pin-point where the
bottle-neck is.
But if you can download fast, there is nothing wrong with your server...
