Apache 2.2.12 on SLES11 SP2. I have googled this error and understand Apache
does not support this as it opens a security hole.

This seems like the place. I have came across the same issue (mod_rewrite
proxy rules not respecting ProxyTimeout), and changing 30 to something more
reasonable fixed the issue.
