The way no-ip works is that they give you a hostname, e.g. you.no-ip.com.
You could host that by setting up a directive in httpd.conf
which uses: "ServerName you.no-ip.com"

As for DNS, you would either need to use a DNS service and setup an A record
set to your server IP address. If you want to host your own DNS, you'll
need to get a DNS
so if i whave a registered site say hordebusters.net i have to put in a
virtual host to get it to display??? what about the dns nameservers and all
of that.

To setup domains, you need to add directives to your
~httpd/conf/httpd.conf file.

block their clients from hosting web servers unless the
