I don't think that is documented anywhere. Cloudstack marks the
DCs that are under its supervision so when you re-add them it thinks they are
already managed. To remove the mark:
* Go to vCenter
* Right click on the DC -> Tags and custom attributes -> E
As in, renaming the DC.
