Found the problem and I don't know if anyone would want to fix it.
If the VPC is created after the VM is created, the VM will remain invisible to
the VPC.

Ron,
When you add a dNAT rule in a VPC there's a drop down to select your tier, it
might have defaulted a tier that doesn't have any VMs.
