Cannot copy template to 2nd zone

Hello, I have a problem with the Copy template feature in ACS, maybe someone here can help. I have 2 zones set up and when creating templates from a volume there is no option to choose zones, like it is when registering a template from URL. So it gets created in the zone that the VM is in
