Well, I submitted a report to the bugtracker, and afterword thought I
would search in there a little bit more...and sure enough, this was
reported months ago. Not sure how I missed it the first time, perhaps I
was searching for too many terms.

You can download it via http from your local network.
Create vm with apache, upload there iso and then download.
Maybe it is another way but i don't know atm:)

How to register ISO if cloudstack management don't have access to internet?

Check if you are able to call the resizeVolume API directly (without going
through the UI). By default domain admins and users are authorized to use it.
Also check commands.properties file to see what bitmask is associated with the
API.
