The stop command needs remote jmx access to the broker. Make sure you
set the SUNJMX variable to the following in the activemq shell script:
SUNJMX="-Dcom.sun.management.jmxremote.port=1616
-Dcom.sun.management.jmxremote.authenticate=false
-Dcom.sun.management.jmxremote.ssl=false"
