Dear [EMAIL PROTECTED], If I recall correctly, discussions on this list have covered that the Struts configuration file is parsed by a parser that knows how to check the .jar file for the DTD IF you specify it as recommended below. IF that does not work, you can change the DTD from PUBLIC to SYST
