I am embarrassed to say that the problem was the file permissions on my
jar file.

That sounds like a classpath issue; have you added any jars into any of
Tomcat's shared library folders? I'm also suspicious of your inclusion
of freemarker-2.3.8.jar and freemarker.jar, ognl-2.6.11.jar and
ognl.jar; I haven't checked, but I suspect that's not normal :=)
