There is a prepareOtherAttributes() method that you can override to add
attributes you require, so you could easily create your own custom
implementation that extends TextareaTag. You would have to either modify the
struts tld to use your custom implementation and add the maxlength
parameter - or s
ects...

Solution: Don't use the Struts tags. :)
Seriously, people tend to forget (or don't know to begin with) that they are
NOT required to use Struts.
Alternatively, limit the input via Javascript as an onKeyDown
