I think its always better to use Struts taglibs where ever it is possible

The way I solve this is to use the following code in the Action - but true I
have only used indexed with buttons, the principle should be the same
though.

before inset into the database we will use Single quate( ' ' ) to store the data,
after u can access '&' symble from the database..
