Since the rest of your form elements aren't using the theme="simple", they
are automatically wrapped in . Since you've told struts to use
theme="simple" on these elements, you'll have to wrap them yourself.

Simple theme will not generate any markup from S2 side and will give all
control to you to handle display using CSS
You can use CSS and markup to display it as per your requirement
S2 has already done its work by handing over simple HTML
