Compiling JSP 2.1

Hello, Any idea how to compile JSP 2.1 in Struts 1? I believe Jasper is out of the picture... I'm not even sure where to begin looking for answers. I'm using Jetty and we use the EL and struts tags quite a lot. A typical example is as follows: ,  but the JSP compilation is failing, throwing
