I just got done dealing with this issue as well. On my naive reading of the
struts Dispatcher code, it appears to convert the Exceptions arising from
non-existing actions into invocations of sendError() with the appropriate
error code (when devMode is enabled, I actually get a 500 caused by an NPE

actually, the styleId allow you to define your own id but i think that
struts generate an id if you don't force one. At least, it's the default
behaviour for a field into a form in Struts 2 (but i'm not sure in
struts 1).
