Can not get 2 different webcams showing on wb

When I have a  moderator  and a  student  enter  the  room  I can't  get    two cams  to  show. I just  get  a place  holder pic for the other  user. They  can see  there  own  cameras  but  not the camera  from the other  user. Name OpenMeetings Version5.0.0-M3-SNAPSHOT Revision bba48c
