conversion of pdfs in OM 4.9 error - fixed

When installing  4.0.9-SNAPSHOT  on Ubuntu 18.04  I needed to change  imagemagic etc/ImageMagick/policy.xml to make conversions  of pdfs  work correctly. Name    OpenMeetings Version    4.0.9-SNAPSHOT Revision    baa27c7 Build date    2019-05-30T03:16:00Z Distributor ID: Ubuntu Description:
