In case of front-end proxy is configured: end-user browser request will be
processed by proxy, then forwarded to OM.

Am I right thinking you are using following steps:
1) as moderator user A enter room R
2) delete all whiteboards
3) as moderator user B enter room R
Result: new WB is being created for user B but not A
BTW you can completely remove whiteboard from the room in Admin->Room ...
