What was changed between "was working" and "not working"
What version are you using?
You always can stop service by "kill -15 PID" (you can get PID using ps )

I have checked that option for the chat panel to be opened and it does.
However, users can only see my chat. They said they can't even see
theirs. SO I as an admin see everyone's, but everyone else can only see
