this problem is described in
https://issues.apache.org/jira/browse/FLINK-6689.
Basically, if you want to use the LocalFlinkMiniCluster you should use a
TestStreamEnvironment instead.
The RemoteStreamEnvironment only works with a proper Flink cluster.
