Could it be a problem with upper case & lower case of file names (or paths)?
That has caused me some problems while moving from Windows to Unix, since
Windows is not case sensitive. Unix always require an exact match in case.

Here is a thought on the problem and only applies if the file containing
the tag has a DTD and uses it. (I.E. your file doesn't
just have the but also declares the DTD)
A DTD is position sensitive, so if you have three elements and
within for example, they will have an order of appearance
