See google for ftp servers on windows [1].
Microsoft FTP server is part of their IIS. Also they
say WS_FTP is a nice ftp server.

Are you aure you have ftp server up and running on
10.187.218.183? Can you access the ftp server using
ordinary command line client like
C:\> ftp 10.187.218.183
