I went and looked on the ant website. it said to add JAVACMD as an
enviorment_var to the java.exe. It worked. so it should be all good. and
I was able to get rid of that copied tools.jar.. thanks for your help man.

I just copied the tools.jar from the jre into the jdk directory.. seems
to have fixed it. I'm not getting the error. but is there anything that
will be effected in the builds?
