Yep, I ended up doing this. It still would not work without a fileset
(maybe because I have two top-level hierarchies, .com and .de?) but

Can you connect from WinCVS or other client to the same CVSROOT?
Based on the message below I thought CVS does not work with HTTP proxies
(haven't tried it myself, though):
