I believe this is due to the use of .irev scripts as opposed to .lc,
.irev makes use of the legacy irev engine.

We identified and fixed an issue that was causing some disruption to
mail as you described. This is unrelated to the server load. When the
server load is high, pages may take second or two longer to load, but
we have worked successfully today to bring this down.

We experienced an issue just now which caused some disruption on the
server. The issue itself has been resolved, but there is some residual
high load which we're working to bring down now. The server should be
operating normally within the next 20 minutes.
