Well, I think you are speaking about the problem of mapping.
Let's write an very simplified model for the interaction architecture to
better understand things.
The usual old menu interaction mode:
(mouse) --> (pointer) --> ((menu)app)
(keyboard shortcuts) ---^
HUD:
(keyboard entry) <-search-
