Last I read, the plan was to have the option of using global menu OR LIM.
Global would stay the default but user can choose whether to use LIM
instead or "traditional" menus.

will be integrated . I saw the idea some time ago , but it seemed
pointless , and I still think it is . Except maybe for unmaximized
windows , because that ,I think , is a problem now . But removing the
Global menu in favour of L
LIM = Logically/Locally Integrated Menus
