I'm not quite sure I understand your issue. In Ubuntu 12.04 there is a setting in system settings->appearance on the "Look" tab at the bottom called "Launcher Icon Size". This lets you adjust the size of the launcher icons. You can also set the Launcher to auto-hide or to be always visable. Does
