Seems like a bug in Xfce, but I'm not sure if it's fixed or not. With
16.04 reaching EOL at the end of this month, I'm moving this to be
tracked by Xfce.

A fix for this should be headed to Ubuntu 19.04 in the form of Carla,
and backported into the backport PPA (ppa:ubuntustudio-ppa/backports).
Granted this doesn't fix 16.04, but 16.04 is EOL in roughly a month.
