Is it possible to get just this fix in to bionic now without needing to
do an entire Qt transition? The mesa transition has been blocking
multiple GNOME transitions for a week and a half already.

Nicolás, yes, we're waiting on libglvnd which is waiting on nvidia-
graphics-driver-390 to be straightened out. Even though it's late
Friday, it's being worked on now.

I also have Intel graphics and can reproduce this bug with Ubuntu (on X)
but not with Ubuntu on Wayland.
