As a reminder acpi_video should always be a more appropriate controller
than intel_backlight. That it appears not to be is either a bug in the
acpi firmware or the acpi driver for your system.

The final bug here is that the VESA driver does not work with your EFI
system. Can you please remove nomodeset from the kernel command line and
instead replace it with drm.debug=6. Then please attach the dmesg from
boot and the Xorg.0.log.
