I had the same problem on my Thinpad T60 using Xubuntu 13.10, here is
how I solved it:
sudo cp /sys/devices/platform/thinkpad_acpi/hotkey_all_mask
/sys/devices/platform/thinkpad_acpi/hotkey_mask
This change only remains during your active session, so test it out
