I can reproduce this bug every time I try to quickly drag a Chrome
window with a YouTube movie to a secondary monitor connected to my

Ok, that looks like a really nasty hotplug storm going on. The system
appears to be blocked for several minutes at a time whilst it tries to
detect the change in outputs.

Even when the screen is black in the first case, the signal seems to be present
on the monitor plugged in the D-SUB connector (it says it's receiving

inside the laptop that causes jitter, which in turn causes continuous
triggering of the corresponding APIC line?
