I am also having this problem on an RV250 equipped Dell D600 Laptop.
Tried various tweaks to get performance sorted with tweaks to come.
Still very slow when scrolling webpages. Facebook for example. Shall do
further testing shortly.
This was from a fresh install of 9.04. No upgrades done prior.
well, I kind of solved the problem installing from scratch. But after
a bit of use, it seems still very slow, compared to intrepid. Maybe
you should reopen the bug, otherwise I will do it myself, but not
before a week.

I've just upgraded from 8.10 to 9.04 an am experiencing the same problem
(also have a Mobile Radeon 9000)
What should I do now? I'm not interested in installing Kubuntu from
scratch...

To understand whether the problem was in the upgrade process or in the
packages themselves, I installed from scratch on the same machine 9.04
(home partition untouched), and everything works smoothly out of the
box. So I solved my problem, but I guess there is some issue with the
upgrade system.
